Two confusions live inside that sentence.
First, "discretion with criteria held in the trader's head" is conflated with "discretion with no criteria at all." What most retail traders practise is the latter — when asked why they entered, the honest answer is "it looked like it was bottoming." That is not discretion. It is guessing.
Second, "system" is assumed to be emotion-free. But systems are designed by someone exercising discretion. The choice of backtest window, parameter optimisation, and "this looks good enough to ship" are all riddled with human bias.
